What is happening on Main Street

Two large rental apartment buildings, 84 units in all, are proposed on the open lots at 1, 7 and 15 Main Street (Route 25). They would stand four stories high on the hillside directly behind the homes of Trumbull and Monroe neighbors, against our property lines.

To build them, the developer needs Monroe Planning & Zoning to rezone the land from commercial use to a Special Development District. The current zoning already allows a reasonable project: mixed-use, with retail on the ground floor and up to 9 residential units above, at a maximum of 2.5 stories.

If the rezoning is approved
  • Large rental buildings and about 160 parking spaces would sit against our quiet backyards, with lights and noise at all hours.
  • Many more cars would use Main Street (Route 25), a single-lane state road.
  • Building into a rocky hillside means blasting close to our homes and private wells.

Our mission: persuade Monroe Planning & Zoning to say no to the rezoning and keep the current zoning, so anything built here fits the lots, the road and the neighborhood.

First Planning & Zoning hearing held

The applicant presented a petition for a Special Exception that would allow multi-family housing on lots 7 and 15, which are currently zoned B-1 (commercial only). The hearing was recorded. The video link is in the tiles below.

Our Four Biggest Concerns

Each of these is a reason to keep the current zoning and ask for a project scaled to the lots and to the road.

Traffic

  • Main Street (Route 25) is a single-lane state road here.
  • 84 apartments and about 160 parking spaces would add many more cars to a road neighbors already find busy.
  • We are asking for a full traffic study before any decision.

Wastewater

  • 84 apartments produce a large volume of wastewater. Neighbors want to know how it will be handled and where it will go.
  • Some neighbors rely on private wells.
  • We are asking that the wastewater and stormwater plans be reviewed in public before any decision.

Pollution

  • Light from parking lots and upper-story windows shining toward homes.
  • Noise from the buildings and parking lots around the clock.
  • Stormwater runoff from new roofs and pavement.

Safety

  • Blasting into a rocky hillside to cut the access road and prepare the building sites, close to homes and private wells.
  • Cars entering and leaving a single-lane state road.
  • A long access drive up the hill that emergency vehicles would need to climb.

  • Buildings set roughly 422 and 499 feet back from Main Street, against the property lines of Trumbull and Monroe homes.
